The 166th running of the Apsley Cup will be closed to spectators.
The Apsley Racing Club committee believed any changes to restrictions within the next week would not give the volunteer-run club enough time to prepare for the event.
This will be the second year that the Apsley Cup will be closed to the public due to the COVID-19 pandemic.
The cup meeting was run at Casterton last year while the Edenhope racecourse underwent renovations.

The cup meeting will go ahead on Sunday, June 13 at Edenhope with only essential participants allowed to attend.
Club Manager Tammy Pretlove said members were looking forward to welcoming back people back on-course.
"The club is only a once-a-year race meeting and it also attracts a lot of people from over the South Australian border,” she said.
“It is disappointing for the community, but we are understanding of the importance to keep everyone safe. We thank all of our members, sponsors and supporters and look forward to welcoming you back on-course next year.”
