Inspector finds governance and management failings at Yarriambiack Shire Council

The Local Government Inspectorate has identified deficiencies in management, oversight and governance arrangements in an investigation of Yarriambiack Shire Council.

The Inspectorate has outined results of its investigation in a report based on specific allegations related to council mismanagement of assets, including the unauthorised use or sale of council equipment, sale of land, rates recovery and corporate credit cards.

The report showed that many of the issues in the investigation had the potential for a negative impact on ratepayers and residents of the shire.

The Inspectorate also examined governance and operational matters including asset, financial and employment-management arrangements.

The examination took into account findings from a 2012 review by the Inspectorate, relevant audits by other government agencies, internal audits and any actions subsequently taken by the council.

Chief Municipal Inspector David Wolf said the work focussed on specific allegations where community assets and resources had either not been properly managed or were used to the benefit of individuals, not the community as a whole.

“Our investigation has presented challenges for Yarriambiack Shire Council but we have been encouraged by the willingness to improve and the assistance from administrative and operational staff.

“All the details of the allegations, issues and findings are contained in our report and the Inspectorate will continue to monitor the implementation of recommendations made in that report,” he said.
